WELCOME TO MICKLEOVER SOUTH’S PROPOSED NEW COMMUNITY

Parker Strategic Land (PSL) is working collaboratively with South Derbyshire District Council, Design Midlands and local stakeholders to promote sustainable development on Land to the South of Mickleover.

Our vision is to create an exemplary new neighbourhood built on a shared vision for healthy living based on the founding principles of the former Pastures Hospital.

The site

PSL's proposals for Mickleover South are part of the wider strategic allocation in the emerging SDDC Local Plan.

The site is bounded by the A516 Etwall Road to the north and the A38 to the south. A new diverse community can be seamlessly connected to the existing Pastures estate and the wider west Derby area. The design of the proposals prioritises meaningful connectivity between the existing residents of the Merlin Way neighbourhood and the new local centre, opens spaces, primary school, and homes to create a single inclusive community with everything people need for daily life.

Over the past 12 months, we have worked closely with Burnaston Parish Council to ensure the proposals for the new community align with and support their emerging neighbourhood plan, by creating attractive connections with Burnaston Village and the existing Pastures Estate.

The emerging plans include a new "Main Street" linking the A38 with the A516 to ease pressure on local roads like Staker Lane and The Hollows, which take thousands of car movements daily.

The new community will offer improved amenities to the existing households of Burnaston Village and the Pastures Estate, enabling residents to walk to things that are currently only accessible by car, such as schools, shops, meaningful play areas, and employment opportunities.

November 2025: EIA scoping request submitted to South Derbyshire District Council

PSL has submitted an Environmental Impact Assessment (EIA) Scoping Report to South Derbyshire District Council (SDDC) as part of an outline planning application to support a draft allocation in the emerging Local Plan. The EIA scoping report seeks to agree the environmental topics – such as landscape and visual impact, air quality, noise and vibration – to be assessed within the Environmental Statement that will be submitted as part of the planning application.  It covers the portion of the draft allocation promoted by PSL.

At this stage, all project details remain indicative as technical assessments continue. The submitted EIA scoping report will help shape how these proposals will be assessed to ensure responsible and sustainable development. Once validated, the report will be available in full on the SDDC website, and ongoing surveys and studies will continue to inform the evolving plans. 

Before any planning application is submitted to SDDC, a full pre-application public consultation will be held in early 2026, including both digital and in-person events to ensure anyone with an interest in the plans has the opportunity to review and provide further feedback on the proposals. 

This will take place following the close of SDDC’s own consultation on its Local Plan.

  • The objective of the scoping process is to agree which environmental factors (e.g. landscape and visual amenity, heritage, noise, air quality) should be investigated within the Environmental Statement that will be submitted with the planning application.

  • The Environmental Impact Assessment (EIA) process is a legally required procedure for certain projects. The process usually begins with screening (to determine whether EIA is needed) and scoping (to agree the scope of the assessment with the planning authority), followed by the preparation of the Environmental Statement in the planning application, covering identified issues. The Environmental Statement is then subject to a statutory public consultation run by the Council and reviewed by statutory consultees. The final decision must take account of the environmental information provided, ensuring that environmental effects are properly considered.

  • For any development, it is important to identify the range of possible environmental impacts and ensure that these are minimised through good design and mitigation measures. To do this, an EIA has been commissioned as part of the planning process.

  • EIA involves a range of investigations to determine the ‘likely significant effects’ of the project and considers a wide range of different potential environmental impacts. These should then be assessed in the Environmental Statement which is submitted as part of the planning application.

  • Statutory consultees and relevant bodies will review the details of the report and respond to the council.

    The Council will consider the EIA scoping report and comments they receive from statutory consultees (organisations they must consult with). Based upon this the Council will produce an EIA ‘Scoping Opinion’ identifying what they agree is proposed for assessment in the Environmental Statement (ES) and any changes to the proposed scope of assessment that may be required.

  • Following the completion of the EIA process, a pubic consultation will be held on the proposals ahead of the submission of a planning application to South Derbyshire District Council early next year.
